NCA is seeking an experienced Head of Operations to join our team in Juba. In this key position reporting to NCA's Country Representative in South Sudan ('CR'), the Head of Operations will be responsible for overseeing the administration, logistics and human resources ('HR') functions at NCA's country office and will work in close coordination with a range of dynamic development and humanitarian programmes, partners & project teams within the country. The main NCA programmes in South Sudan cover areas such as food, health, water, sanitation and hygiene ('WASH'), Emergency Shelter / Non-Food Items ('NFIs') and peace building.

The Head of Operations will work to support the outworking of NCA's country strategy, develop and manage vital donor / partnership contracts and coordinate fundraising opportunities, alongside the CR take charge of people management and day-to-day operations, help mobilize the team in the delivery of agreed priorities and plans and help identify opportunities to build on NCA's capacity so that we can continue to make a real difference to people that need help.

This is a two year contract with a March 2016 start date. The role will be based in Juba and will require regular travel within South Sudan.

Please note that the security situation in South Sudan has deteriorated over the last year and is currently categorized as RED and HIGH RISK by NCA's Security Management.

Tasks

  • Working closely with the CR, the Head of Operations has the overall responsibility for ensuring the provision of effective and efficient administrative, HR, logistics & transport and safety support.
  • Play an active role in the development and management of the NCA's South Sudan Programme as part of the Senior Management Team.
  • Oversee the HR function to ensure that it is effective and efficient and that personnel policies and procedures are adhered to by all staff and that they are compliant with both South Sudan's legislation and NCA's standards.
  • Liaise closely with the Head of Finance to ensure that funds are properly allocated and within agreed budgets and that appropriate finance systems are in place.
  • Support the CR and the Safety Coordinator in matters related to security and ensure proper management of staff accommodation, NCA's shared office facilities and warehouses.
  • Coordinate all administrative support functions to the programme, including those in field offices, and oversee the IT Department and the ICT maintenance system.
  • Monitor procurement processes and provide quality control for all documentation, including any procurement contracts.

Qualifications

  • Relevant university degree (HR, logistics & administration).
  • Demonstrated operations management experience in the context of development aid and humanitarian assistance in a high-risk environment.
  • Experience working with financial management, administration and HR functions.
  • Proven leadership and team building ability with excellent people management skills and experience with building capacity of local staff.
  • Demonstrated ability to network and manage donor relations.
  • Strong English skills, both verbal and written.

  • Good communicator with a transparent, practical and creative solution-oriented leadership style.
  • Able to think analytically and strategically in challenging situations.
  • Able to work independently when necessary.
  • Proven ability to work well in a cross-cultural and complex work environment; religious and culturally sensitive.
  • The person who will be employed must be loyal to NCA´s Christian values and accept the Code of Conduct of ACT Alliance.
