The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in creating a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation and hygiene sectors. NRC has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world's largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

Background:

NRC is known for for its professional staff and the high quality aid our staff provide to people that have been forced to flee. Our Global HR Director leads the Global HR function which provides support and guidance for our managers and staff, and has an important role to ensure that NRC attracts, develops and retains humanitarian workers for the future.

NRC has experienced significant growth over the last 10 years. The Global HR Function has been instrumental in this by securing the right staff at the right time, and by ensuring that we meet our duty of care towards the 6000 employees in our country programs, the 500 deployees and 250 staff at Head Office. During this period the Global HR function has taken lead in professionalizing HR functions, developed NRC reward strategy and initiated several initiatives to develop staff and leaders throughout the organization. In 2017, NRC will develop its 3 years strategy (2018-2021) and HR will be essential in this process, bringing NRC to the next level. The HR Director has had a key role in the organization, but has chosen to seek new challenges outside the organization. We now seek her replacement

Role and responsibilities

The positions main responsibility is to ensure NRC has the right people at the right place at the right time through designing, developing and implementing strategis and tools for proper management of NRC's human resources. The global HR Director leads NRC's global HR work, has line responsibility for a team of  9 HR professionals at NRC's head office in Oslo and technical responsibility for all regional HR professionals.

  • Develop and implement NRC's HR strategy
  • Line management and budget responsibility for the HR section at HO in Oslo
  • Develop, follow up and report on action plans according to overall NRC strategic direction
  • Develop and manage policies, strategies, Terms of Employment and guidelines for HR in NRC
  • Monitor, control and report on deviations from NRC's HR policies and procedures
  • Drive best practice development and sharing on HR ("Centre of Excellence"), secure coordination and streamlining of HR processes and systems across org. and geography
  • Run strategic HR projects across all Departments
  • Set standards and develop systems for org.structure, management and leadership, recruitment and retention, training and development, health, environment and staff care, compensation, benefits and incentive systems
  • Provide sufficient training of HR staff in other departments and regions
  • Set standard for HR reporting
  • Manage union relations and ensure that NRC upholds its responsibility as a Norwegian employer

 

Our Ideal Candidate:

We are looking for a strategic senior level manager that has minimum 5 years of relevant experience from the humanitarian field in addition to a solid management and leadership experience within HR. The successful candidate should have experience from managing performance and development.

We are seeking a candidate who has good knowledge about own leadership profile and has a passion for working with people from different places and backgrounds. A positive and energetic person who will encourage people to engage and interact and can empower and build trust in the organization. Excellent communication skills and ability to communicate with impact and respect

Our ideal candidate has experience from working in complex and volatile context, have high professional knowledge of humanitarian principles and proven abilities to handle insecure environments.

Fluent in English, both written and verbal is a must as well as documented results related to the position's responsibility. Knowledge of Norwegian labor laws is preferable.

We offer:

Contract period: Permanent

Salary/benefits: According to NRC's general directions, including membership in The Norwegian Public Service Pension Fund (SPK) and good insurance package for you and your family.

Duty station: Oslo, Norway
